text-align: start; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">本中国能建2024年度磷酸铁锂电池储能系统集中采购（招标项目编号：SHCT-HW-CEECSBJC-SBJCSYB-2024-077 ），已由项目审批/核准/备案机关批准，项目资金来源为 企业自筹 ，招标人为 中国能源建设股份有限公司 。本项目已具备招标条件，现进行 公开招标 。</span></p><p style="text-indent: 36px; text-align: start; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;"><strong>二、项目概况和招标范围</strong></span></p><p style="text-indent: 36px; text-align: start; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">项目规模：预估总量为5000MWh</span></p><p style="text-indent: 36px; text-align: start; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">招标内容与范围：本招标项目划分为 3 个标包，本次招标为其中的：</span></p><p style="text-indent: 36px; text-align: start; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">（001）1C（1小时系统）：预估容量500MWh;</span></p><p style="text-indent: 36px; text-align: start; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">（002）0.5C（2小时系统）：预估容量2500MWh;</span></p><p style="text-indent: 36px; text-align: start; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">（003）0.25C（4小时系统）：预估容量2000MWh;</span></p><p style="text-indent: 36px; text-align: start; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;"><strong>三、投标人资格要求</strong></span></p><p style="text-indent: 36px; text-align: start; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">1.在中华人民共和国境内注册的具有独立法人资格的储能系统制造企业；</span></p><p style="text-indent: 36px; text-align: start; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">2.投标人需提供国家或国际认证机构颁发的GB/T19001（ISO9001质量管理体系认证证书）、GB/T24001（ISO14001环境管理体系认证证书）、GB/T45001（ISO45001职业健康安全管理体系认证证书）（需提供国内证书及信息公共服务平台查询证书状态有效的截图）；</span></p><p style="text-indent: 36px; text-align: start; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">3.业绩要求：</span></p><p style="text-indent: 36px; text-align: start; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">（1）标包1：投标人近两年（2022年1月1日至投标截止日）1C（1小时系统）的单体项目容量为10MWh及以上的磷酸铁锂电化学储能系统集成设备（至少包含电池室/舱、BMS、PCS）累计合同业绩不低于200MWh，投标人须提供相关业绩证明文件（证明材料：合同首页、显示容量页、签署时间页、签字盖章页复印件或项目业主签章的业绩证明文件）；</span></p><p style="text-indent: 36px; text-align: start; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">（2）标包2：投标人近两年（2022年1月1日至投标截止日）0.5C（2小时系统）的单体项目容量为50MWh及以上的磷酸铁锂电化学储能系统集成设备（至少包含电池室/舱、BMS、PCS）累计合同业绩不低于1000MWh，投标人须提供相关业绩证明文件（证明材料：合同首页、显示容量页、签署时间页、签字盖章页复印件或项目业主签章的业绩证明文件）；</span></p><p style="text-indent: 36px; text-align: start; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">（3）标包3：投标人近两年（2022年1月1日至投标截止日）0.25C（4小时系统）的单体项目容量为50MWh及以上的磷酸铁锂电化学储能系统集成设备（至少包含电池室/舱、BMS、PCS）累计合同业绩不低于500MWh，投标人须提供相关业绩证明文件（证明材料：合同首页、显示容量页、签署时间页、签字盖章页复印件或项目业主签章的业绩证明文件）。</span></p><p style="text-indent: 36px; text-align: start; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">4.投标人应具有电池单体、电池Pack组装（电池模组和电池簇）、BMS（电池管理系统）、PCS（储能变流器）、EMS（能量管理系统）产品至少两项的自主研发及生产能力，投标人提供上述所有产品第三方检测机构出具的检测报告或产品认证，测试报告中申请人与制造厂家、生产厂家须一致；</span></p><p style="text-indent: 36px; text-align: start; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">5.投标人近3年财务和资信状况良好，具有足够的流动资金承担本项目供货需求(需提供 2021-2023 年合法的财务报表)。若公司为新成立公司，则需提供成立至今的财务报表。不得存在有财产被接管冻结，或处于破产状况；</span></p><p style="text-indent: 36px; text-align: start; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">6.截止至开标日投标人近三年不存在骗取中标、严重违约、重大工程质量安全问题；</span></p><p style="text-indent: 36px; text-align: start; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">7.投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形；</span></p><p style="text-indent: 36px; text-align: start; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">8.截止至开标日未被列入中国能源建设股份有限公司集团级供应商黑名单或列入期满后已解禁。</span></p><p style="text-indent: 36px; text-align: start; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">9.本次招标不接受联合体投标；</span></p><p style="text-indent: 36px; text-align: start; line-height: 1.5;"><span style="font-size: 16px;
