font-family: 微软雅黑;">3.1 通用资格条件</span></p><p style="text-indent: 24pt; text-align: start; line-height: 2;"><span style="font-size: 16px; font-family: 微软雅黑;">投标人须为华能集团供应商库内合格供应商，且未处于暂停参加采购活动的处罚期限内，满足供应商参与业务的权限。</span></p><p style="text-indent: 24pt; text-align: start; line-height: 2;"><span style="font-size: 16px; font-family: 微软雅黑;">（供应商参与业务的权限：一级供应商分为一级集采供应商和总部部门供应商。一级集采供应商可向华能集团范围内所有单位提供采购服务；华能集团总部部门供应商可向华能集团所有总部部门提供采购服务。二级供应商可向华能集团所有二级单位及其所辖企业提供采购服务。非库内合格供应商有意愿参加库内公开招标的，按照华能供应商入库流程申请成为合格供应商后方可有资格参加库内公开招标采购活动）。</span></p><p style="text-indent: 24pt; font-family: 微软雅黑;">3.2.1资质要求：投标人须具备电力工程施工总承包贰级及以上资质，具有有效的安全生产许可证；</span></a></p><p style="text-indent: 24pt; text-align: start; line-height: 2;"><span style="font-size: 16px; font-family: 微软雅黑;">3.2.2业绩要求：投标人自2018年9月至投标截止日，须具有至少2份4.5MWp及以上光伏EPC的合同，且均已完工。投标人须提供能证明本次招标业绩要求的合同和对应的用户证明扫描件，合同扫描件须至少包含：合同买卖双方盖章页、合同签订时间和业绩要求中的关键信息页；用户证明须由最终用户盖章，可以是验收证明、使用证明、</span></p><p style="text-indent: 24pt;
