font-family: 微软雅黑;">各市（州）发展改革委、兰州新区经发局，国网甘肃省电力公司，甘肃电力交易中心：</span></p><p style="text-indent: 2em; text-align: justify; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">为适应我省新能源大规模发展、电力供需形势转变、系统用电负荷特性变化等新形势新要求，充分发挥分时电价信号作用，促进新能源消纳，引导用户调整负荷，更好服务以新能源为主体的新型电力系统建设，推动我省新能源高质量发展，根据《国家发展改革委关于进一步完善分时电价机制的通知》（发改价格〔2021〕1093号）和《国家发展改革委关于进一步深化燃煤发电上网电价市场化改革的通知》（发改价格〔2021〕1439号）精神，结合我省电力供需实际，现就进一步优化调整工商业峰谷分时电价政策有关事项通知如下。</span></p><p style="text-indent: 2em; text-align: justify; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">一、执行范围</span></p><p style="text-indent: 2em; text-align: justify; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">除国家有专门规定的电气化铁路牵引用电外的全体工商业电力用户和农业生产电力用户（农业排灌用电除外）。</span></p><p style="text-indent: 2em; text-align: justify; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">二、时段划分</span></p><p style="text-indent: 2em; text-align: justify; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">高峰时段：6∶00-8∶00、18∶00-23∶00；</span></p><p style="text-indent: 2em; text-align: justify; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">平时段：23∶00-6∶00（次日）、8∶00-10∶00、16∶00-18∶00；</span></p><p style="text-indent: 2em; text-align: justify; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">低谷时段：10∶00-16∶00。</span></p><p style="text-indent: 2em; text-align: justify; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">三、浮动比例</span></p><p style="text-indent: 2em; text-align: justify; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">峰谷价差比例原则上不低于3∶1，高峰时段电价在平时段电价基础上上浮不低于50%，低谷时段电价在平时段电价基础上下浮不低于50%。</span></p><p style="text-indent: 2em; text-align: justify; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">四、电取暖用电</span></p><p style="text-indent: 2em; text-align: justify; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">居民集中取暖用电和工商业取暖用电，峰谷时段和峰谷电价均按《甘肃省发展和改革委员会关于进一步完善清洁取暖价格支持政策有关事项的通知》（甘发改价格〔2021〕488号）规定执行。</span></p><p style="text-indent: 2em; text-align: justify; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">五、执行方式</span></p><p style="text-indent: 2em; text-align: justify; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">（一）电力市场交易主体在签订中长期交易合同时，原则上峰谷时段电价浮动比例不低于本通知明确的峰谷电价浮动比例。参与电力现货市场的交易价格不受此分时电价时段和浮动比例约束，按照我省电力现货市场交易相关规则执行。</span></p><p style="text-indent: 2em; text-align: justify; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">（二）工商业用户电价构成中的输配电价、系统运行费用、政府性基金不参与分时电价浮动。</span></p><p style="text-indent: 2em; text-align: justify; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">六、工作要求</span></p><p style="text-indent: 2em; text-align: justify; line-height: 1.5;"><span style="font-size: 16px; font-family: 微软雅黑;">电网企业和电力交易中心要精心组织实施，全面准确解读分时电价政策，及时回应社会关切，确保峰谷分时电价政策平稳实施。电网企业、电力交易中心要加快推进计费系统配套调整，在电价执行后1个月内完成全部计量装置调整复核工作，确保分时电价政策与电力市场交易有效衔接；要加强对工商业用户的用电指导，帮助企业熟悉市场规则，分析用电特性，做好生产安排，提升政策执行效果；要密切跟踪我省电力系统峰谷特性变化，动态掌握分时电价机制执行情况，发现问题及时上报我委。</span></p><p style="text-indent: 2em;
